Is anyone familiar w/ the following marks:
    EA 830.s emil andersen
    there is a small circle with three smaller loops at l, 5, and 7o'clock. placed before the numerals.

All are on a large spoon beautifully engraved with a bow and flower and leaves. Inscribed R F D on the front. on the back inscribed 15-11-14.

Any info would be greatly appreciated .

Sorry for the delay in answering. It sounds like your spoon is Danish. EA would be the maker's initials. Often you will find a maker's mark with a separate, different retailer's mark. In this case, though, I think we can safely assume that the spoon was made and sold by Emil Andersen. I'm afraid I don't know anything about him, though.

830S would be a Danish standard mark. Your spoon is 83.0% silver. If it were sterling, the mark would read 925S and the spoon would be 92.5% silver. Does that make sense?

The cicular mark with the loops sounds like the mark of Danish assay master S. Groth, who was in charge from 1863 to 1904. Curiously, your spoon has a date (15-11-14) of November 15, 1914. So the spoon was at least 10 years old when it was engraved. Certainly not impossible, but a bit out of the ordinary.

Finally, the RFD would be the owner's intials.
