Although not silver, this item has traces of silver plate. It's about 11" long and has an open ring hook on one end. I assume it has something to do with knitting?

Any thoughts?

could it be a crochet hook? I can't see the hook very well, but from the length and size of the hook as I can see it, it could match that description--rather than a knitting needle or cable hook. they still make them in metal but I've never seen such a fancy one though.

come to think of it--crochet hooks are usually pretty cylindrical and that looks flattish
could it be a button hook for high button shoes? I don't think I've seen one of those but have heard of them--don't know how big a hook they used. How long does it measure?

Could the Hook portion have been bent by accident, and not by design? Flat, Pointed,I am thinking possibly a Meat Skewer? Hard to tell from the picture...

My guess is that it is a fancy hook for threading thread through a heddle on a loom.
