[01-1769] Estate pedestal bowl with copper overlay? Rim is rows of fish bowl meas 3-1/2" tall 3-3/4" wide bottom is silver marks are:

my book shows this x date mark as 1646? the 1st of the 3 hallmarks is stumping me, need opinions pls IP: Logged |

Thank-you . Now that I view the mark on screen the 1st looks like an eagle to me however I'm confident it is not looking at actual it has no head or remnants just that w mark, the base is applied as well as the fish trim I can see the open seam in row of fish and seam at base. Any idea what this was used for? ceremonial? And I really need opinions as to the marks? anyone? Thanks for being so patient/helpful as you can see I'm new at this.
