Just a possibility---clean the surface and leave the inside dark. That would add definition to a complex pattern. This is done on metals as well as furniture. It acts as an accent element.

I like Argentum's sugestion but if you want it to look more like new then the first thing to try is a soft tooth brush with silver polish. Then use dish detergent and hot water and the tooth brush again, rub dry. This will still leave some tarnish.

If you want to go further clean as above and then use silver dip. Not something I like to recomend (but for a one off clean it does the trick) after polish lightly with a cloth ( rub the polish lightly into the cloth so you do not gunk up the filigree) rinse with detergent and tooth brush, dry well.

Swarters sugestion of an ultrasonic cleaner would save you some work but you would still have to polish or dip.
