I suppose it is jewelry of some kind and not a meat skewer. The mark is a bit unclear but the first few letters seem to be 830. 830/1000 silver is a standard that is often associated with Finland. I cannot give you any more info. on the maker, but you might want to join "silver forum," an email discussion group dealing with 20th century silver jewelry, such as your piece.
