American Sterling Silver Shiebler made in Germany?

We have often talked with collectors of Shiebler about where they find some of the more unusual and rarely seen pieces. Over the years we were surprised to learn that some of the more spectacular items have been found in Europe, most often in Austria. We know that the Shiebler family had/has roots in Germany. We now suspect that there may have been some manufacturing for/by Shiebler in Germany. In particular blade work. When we have seen the Shiebler mark applied to steel knife blades it has almost always had the more clearly defined "winged s" with the "snakes/birds" mark. Here is a grape shear with both marks. The cutting blade is also marked Germany. If Shiebler silver was made in Germany wouldn't it have to bear the German assay marks? Maybe there was a business relationship with a German blade manufacturer. Maybe Shiebler sent "home" pieces that eventually made it into the European marketplace. What do you think?
