Hello,

I got a silver mug about 2 1/2 inches tall with a decorated handle and under the mug it says champagne then a symbol of what seems to be a bird then Wm Rodgers and a star
under the handle [i][s]

Your mug is American silverplate, probably dating from the 1940's to the present. "Champagne" is probably the pattern name, and you only find pattern names on newer pieces. The mug was made by International Silver Company, which is what the IS stands for. The Rogers trademarks you describe have been used by International Silver for many years, and may still be used today.

I've also heard its made of (pewter) because the inside is A gold color I've heard this from two different people (Are they right I don't know.)

I doubt that your cup would be pewter. It would say pewter on it somewhere if it was.

The gold color inside the cup is gold plate. A thin layer of gold is sometimes applied to parts of some silver items to protect them from tarnishing. The presence of the gold plated interior is even more evidence that your cup is silverplate. Pewter is rarely, if ever, plated with gold.
