What do I have here, the lady who sold it to me said it was for putting your waste (pits, bone etc) The base says, Meriden B. Company 1877 Patent applied for

Also it has been inscribed with a number:LO .3556

I like this piece and I wanted to know as much has I can.

I suspect this is a sugar bowl missing its lid - however, most complete tea services would have had a waste bowl (I guess for the dregs & tealeaves). This is a more complete set:
