I have just acquired this baby set from a dealer who was selling a collection of silver from Cleveland, Ohio. I mention this because I believe it has bearing on the possible identity of the maker.
I believe this might be another mark used by Cleveland silversmith Wilhelmina P. Stephan and will need to do further investigation to be able to say with certainty. IP: Logged |

Fred, I can't provide anything to document that the mark belongs to Wilhelmina (aka "Billy") P. Stephan but my gut says you have made a great discovery.
