OK... this mark is on a platter about 18 inches from side to side, it is hand hammered and had a Chippendale shape with cast bands edges hand welded to the edges of the main portion (this obvious from the back where some of the solder can be seen.

The mark consists of a "Federal" Shield containing crossed hammers with a "G" to the left, a "H" to the right and an "S" underneath. Below that at the widest point of the schield, there is "0.900" and below that there is several vertical bands to the bottom of the shield.

The piece has an interesting look and feel, and I think it may be an "Apprentice Piece" as there are severalareas where the solder can be seen. This is not what a Master Craftsman would allow out of the door.

Does the Mark sound familiar to anyone?

Lisa is trying to get a picture but says it may be too faint but we will try.

Are you sure your platter (or tray, maybe?) is American? When I see 0.900 or 0900 on a piece, South America (Peru, Colombia, & Brazil in particular) comes to mind, especially when the finishing is less than fine.
