This is a lightweight coin silver salt spoon. The marks are "S & W" (the first letter is not fully struck, but it is definitely an S) followed by some pseudohallmarks. The only S & W I found in my limited references were Storm & Wilson of Philadelphia.

The phm's on this spoon are of a New York maker (possibly Baldwin Gardiner), so the New York retailer you suggest is possible. The firm of Storm and Wilson is the only partnership with these initials in the right time frame for this spoon to be listed in the Darling Foundation book; their usual mark of S & Wilson (the ampersand is nearly horizontal and often misread as an N) would likely be too long to fit on this little spoon, so the mark could be theirs.
