It sounds like Holmes & Edwards Silver Co,, which began in 1882. H&E was taken over in 1898 by International Silver Company. The H&E trade marks continued to be used (in one form or another) into the 1960's. EP means Electroplate.

Could it be Hall, Elton & Co.? (Not to be confused with Hall & Elton.)

If so, it is one of their undocumented marks.

When you see EP on a piece of silverplate, it usually mean that you are looking at an English piece. EPNS is another mark that is almost exclusively found on English silverplate. American silverplaters sometimes used EP in their marks, but not often. Gorham is one example. Still, I would bet that the mark you are referring to is that of Hawksworth, Eyre & Co. of Sheffield, England. The piece probably dates from the second half of the 19th century.
