I suspect that this originally held a razor strop, used for sharpening blades. It also appears to have been replated, in a tank that was not quite warm enough. IP: Logged |

It is a satin finish and Dale may be correct, the plating tank may not have been quite warm enough. I'll put up the answer tomorrow or later tonight if there are a lot of guesses in the next few hours. IP: Logged |

I like wrong answers. Fred, your A Double fisted rattle seems like a very plausible answer but Dale is correct. It is a spring loaded retractable razor strop.
