I have a silver water pitcher with the following on the bottom.

    GUILD
WM ROGERS&SON(there's what looks like an anchor)
    5308
I S (each of theses letters are in boxes).

I collect glass and know nothing about this piece.

Anyone know time, if it's American or anything to help me know background?

Hello,

Your pitche is American silverplate, made by the International Silver Company. The IS stands for International Silver, and Wm Rogers & Son is just one of many trademarks used by this company.

GUILD is almost certainly the name of the pattern. International introduced the GUILD pattern of flatware in 1932, and I would wager that the decoration on your pitcher matches that on the flatware. As such, your pitcher has greater collectible value than average. Hollowware made to match flatware is very appealing to people who have the flatware service.

I hope this helps!

Thank you for the information. I have become owner of several pieces for silverplate and I had no idea what they were. Your info will be helpful.
