Does anyone know the significance of the above mark on a silver crown along with "84"?

Well, the mark you describe is a pretty good match for the city mark of Yaroslavl (though it's actually a halberd the bear is carrying.) However, like most pre-1899 Russian marks, there should be other marks other than it and "84" - a maker's mark at the very least. Scott's right - a photograph or even a good sketch of the marks would be needed to say for sure. "84" can often indicate a quality of non-Russian silver plate, rather than Russian silver purity.

Thank You Scott Martin and Blackstone.The other markings are I.C over a straight line under which is 1888. The other mark of the total described including the upright bear wiyh the staff or standard is IA. I do have good photos but have given up on trying to upload either from photobucket or snapfish even though I applaud the instructions a few of you have given me.

My opinion to this marks:

The assay master's mark and the master mark are struck overlapping.

The assay master mark must read: M.C (M.S in Latin) instead of I.C, which would be a combination of Kyrillic and Latin or only Latin - what is not possible in Jaroslavl.'

The maker's mark is not IA (the same as above), it must be what looks like an reversed N and an A (ID in Latin). You have to inspect closely with a loupe.

So my answer is:

Assay master: M.C (M.S in Latin)on duty 1869 - 1889, unfortunately his mark is known, but his name is unrecorded

Maker: in Cyrillic (what looks for you like a reversed N and an A) is I.D in Latin and belongs to Druschtschinin Iwan Ilbin, Silver-and Goldsmith (from 1832 - to 1855) and than dealer and owner of a firm separating silver and gold from no longer used things.

Townmark of Jaroslavl: Bear carrying a halberd

84: Russian silver content mark for 375/1000

Now I know for sure, it is as I wrote, only the date changes from (Wrong) 1888 to (right) 1889.
