I believe your spoons are Italian, probably made as decorative souvenirs for tourists in the latter 19th or early 20th centuries. 800 means they are 80% pure silver, a standard lower than sterling which was widely used in Europe. Menton is a resort on the French Riviera near to Montecarlo. I am uncertain to this, but I think this area of France once belonged to Italy and was ceded in the 19th century. SPQR & the wolf (which suckled Romulus & Remus) is the emblem of Rome, used from classical times to the present. Tasso may refer to a small town of the same name, or to the poet Torquato Tasso (1544-1595), one of the greats of Italian literature. The swan is probably a reference to Mantua, or to classical writer Virgil who was born at Mantua. (BC 70-29) and is sometimes known as the Mantuan Swan. I'm afraid I don't recognize the other marks.
