From left to right: The top of a column, an anchor, a lion and the letter q. I couldn't take a picture of the monogram because it wouldn't focus, but here is a picture of the service.

It certainly would be an unusual monogram. Could the "anchor/lion/q" be English hallmarks stamped by the Birmingham assay office (perhaps 1915)? IP: Logged |

so if the town is birmingham, and the set is sterling silver, what date does "q" signify and what maker uses the "top of a column" symbol? IP: Logged |

The shape of the cartouche around letter/sysmbol and the typeface of the letter can be very important in determining a date. I would recommend that you post a closeup photo (or a very accurate drawing) of the marks. IP: Logged |

The "q" is the date letter for 1915. The "top of a column" looks to me like a maker's mark with the letters "E & Co". It could be a mark of Elkington & Co. of Birmingham but I haven't found that particular mark documented. IP: Logged |

There is a book containing thousands of Birmingham marks (Jones, "Silversmiths of Birmingham...") and I'm hoping some forum member who has access to it will be able to answer your question regarding the maker.
