I imagine that the mark is on a silver pencil... Villiers & Jackson a BIRMINGHAM firm, whose address and manufactory was 3 Hockley Hill, Birmingham, they were one of the major makers of silver and gold pen and pencil cases... They sent many of these to be hallmarked at Chester (cheaper and quicker) in addition to those hallmarked in Birmingham, and were working at least from the early 1880's until at least the early 1960's.
