I once read that the crown and anchor marks used by Sheffield and Birmingham derive from a London pub where the politicians met to formulate the legislation for these assay offices - is there any truth in this?

I cannot speak to the literal truth of this story, but there is a long tradition of English politicians gathering in pubs, tea houses, and later private clubs to plan strategy. The House of Commons was never formally created by any act or degree. It grew out of the pracitce of knights and burgesses meeting before the general session of Parliament. They understood that only by acting in unison could they counter or at least influence the decisions of powerful barons.
