I have a small knife and fork set, ivory handles, silver business ends, made in Birmingham (UK) early 19thC. Length about 5 inches.

Although I've thought of them as made for a child's use, the blade is not very robust, and the fork tines (about 1 inch long) are awfully pointy. Could do a lot of tonsil damage.

Does anyone have an opinion on whether such things were just made for eating fruit with, or were intended for children's use?

I found a small booklet about small silver fruit knives that has several forks as well as knives. The piece you speak of may be one of these.

The booklet is "Silver Folding Fruit Kivnes by Bill Karsten" ibsn 0-940362-11-2 published by knife world publications in 1986.
