I have a small English-looking fiddle-handled egg spoon with three strikes of a smaller I�G punch of similar letter form, evidently by the same maker. I suspect a provincial maker whom I have yet to be able to trace. Another possibility is that of an English "duty dodger" - see the examples in the following discussions: An American Marrow Scoop TH?
