Wm H & Son may be William Hutton & Sons Ltd, a Sheffield-based producer of silverplate since the 19th century. There have been many attempts to find the best base metal alloy onto which to electroplate the layer of silverplate - "improved metal silverplated" refers to one such attempt. At a guess, 0400 is the pattern reference number of the original teaset, and 4 refers specifically to the creamer with the teapot, sugar bowl etc having other numbers.
